On April 3, 2026, representatives of the Ministry of Education and Research of the Republic of Moldova visited Comrat State University for a working meeting to discuss key directions for the development of the education system and the enhancement of recognition of Moldovan diplomas abroad. The meeting brought together lecturers, experts, and representatives of the educational sector, focusing on the implementation and improvement of the National Qualifications Framework, as well as practical steps to modernize the learning process.
During the discussions, special attention was given to operationalizing the qualifications framework and developing regulatory documents necessary for the implementation of modern educational standards. Participants emphasized that the introduction of qualification standards should be carried out gradually and systematically — starting with the analysis of existing regulatory frameworks and ending with the creation of comprehensive educational programs that meet contemporary requirements. A key element of this process is the development of curricula based on clearly defined qualification requirements, ensuring a logical structure of learning and avoiding content duplication across different education levels.
Practical implementation of educational programs was also highlighted. This included the need to develop disciplinary modules and supporting materials, as well as to create optimal conditions for the learning process. It was stressed that modern education should not only focus on knowledge transfer but also on developing specific competencies in demand in the labor market. In this context, the involvement of employers and social partners in curriculum development plays an important role, making education more applied and relevant.
The meeting also presented the structure of the National Qualifications Framework, which includes eight levels of training — from elementary and basic competencies to higher academic degrees such as Bachelor’s, Master’s, and Doctorate. This system ensures a coherent sequence of educational stages and makes qualifications clearer for both educational institutions and employers. Additionally, it contributes to greater transparency in the education system and facilitates the assessment of specialists’ qualifications.
Participants noted that the modernization of the qualifications system directly affects citizens’ opportunities. For students, this means expanded access to educational programs and participation in international exchanges, as well as easier recognition of diplomas abroad. For specialists and graduates, it offers additional employment prospects, as their qualifications become clearer and more comparable internationally. Overall, this aims to create a flexible and modern education system capable of quickly adapting to changes in the labor market.
Following the visit, it was emphasized that implementing updated approaches to qualification development is an important step toward improving the quality of education in Moldova. This not only enhances the preparation of specialists within the country but also strengthens the position of Moldovan graduates abroad. Participants agreed that further work in this direction will contribute to the development of the education system, enhance its international reputation, and create new opportunities for professional and academic mobility.
