Cooperation

In September 1945, Senator J. William Fulbright of Arkansas introduced legislation to the US Congress providing for proceeds from the sale of surplus military property to fund "the promotion of international goodwill through student exchanges in education, culture, and science." President Harry S. Truman signed the Fulbright Act.
 
Today, the Fulbright Program is the most recognized and prestigious international exchange program in the world, supported by the American people for more than half a century through annual appropriations / grants from the Congress of the United States and Peoples / Partner countries. The program, which works with universities, schools, Bilateral Fulbright Commissions, government agencies, non-governmental organizations and the private sector, actively identifies / seeks people with potential and accomplishments in their respective fields and selects candidates through an open competition / competition, on merit.
 
The program is sponsored / funded by the Office of Educational and Cultural Affairs of the US Department of State. About 8000 grants are offered annually. Grants are awarded to approximately 1,600 American students, 4,000 international students, 1,200 American researchers and 900 visiting professors, as well as several hundred other professors and specialists. Since 1946, more than 400,000 Fulbright Fellows have participated in the program. The Fulbright Program currently operates in more than 160 countries around the world.

DAAD (Akademischer Austausch Dienst) is an association of German higher education institutions and their student organizations. By agreement at the general meeting, they elect an Executive Committee that oversees / supervises the day-to-day activities of the organization. Since its founding in 1925, DAAD has funded over 2.6 million teachers in Germany and abroad. The service is backed by a strong organizational structure, a worldwide network of partners and former students, and a motivated workforce of over 900 employees.

DAAD's most important responsibilities include providing scholarships, promoting the internationalization of German universities and research organizations, strengthening German cultural and linguistic research abroad, and helping developing countries build productive higher education institutions. DAAD is also the EU National Agency for Cooperation in Higher Education.

The Erasmus + program is administered by the European Commission (EU executive body), the Education, Audiovisual and Culture Executive Agency (EACEA), national agencies of the program countries (EU Member States + Republic of North Macedonia, Iceland, Liechtenstein, Norway, Serbia and Turkey) and national offices in partner countries. The Republic of Moldova has the status of an Erasmus + partner country and is part of the Eastern Partnership Region.
