In September 1945, Senator J. William Fulbright of Arkansas introduced a bill in the U.S. Congress providing that proceeds from the sale of surplus war property be used to finance the “promotion of international goodwill through the exchange of students in the fields of education, culture, and science.”
President Harry S. Truman signed the Fulbright Act into law.
Today, the Fulbright Program is the most recognized and prestigious international exchange program in the world. For more than half a century, it has been supported by the American people through annual appropriations of the U.S. Congress and contributions from partner countries.
The program collaborates with universities, schools, Fulbright Commissions, government agencies, NGOs, and the private sector, seeking individuals with strong potential and achievements in their respective fields through an open and merit-based competition.
The program is sponsored and funded by the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State. Each year, approximately 8,000 grants are awarded: about 1,600 U.S. students, 4,000 foreign students, 1,200 U.S. scholars, 900 visiting professors, and several hundred other professionals.
Since 1946, more than 400,000 Fulbright Fellows have participated in the program, which now operates in over 160 countries worldwide.

DAAD (Deutscher Akademischer Austauschdienst) is an association of German higher education institutions and their student bodies. According to its statutes, they elect an Executive Committee that oversees the organization’s daily activities.
Since its foundation in 1925, DAAD has funded more than 2.6 million scholars in Germany and abroad. It relies on a strong organizational structure, a global network of partners and alumni, and a motivated staff of over 900 employees.
The main responsibilities of DAAD include awarding scholarships, promoting the internationalization of German universities and research organizations, strengthening German cultural and linguistic studies abroad, and supporting developing countries in building effective higher education systems.
DAAD also serves as the EU National Agency for Higher Education Cooperation.
