
On 10 October, the Rector of Comrat State University, Doctor of History and Associate Professor in the Department of Private Law, Sergey Konstantinovich ZAHARIA, celebrates his birthday anniversary!
Sergey Zaharia was born on 10 October 1971 in Congazcicul village, Comrat District, Moldavian SSR. After graduating from the Faculty of History of the Ion Creangă Pedagogical University in Chișinău with a degree in History and Ethnography in 1994, he began his professional career as Deputy Dean of CSU’s Faculty of National Culture.
Sergey Konstantinovich was among the pioneers of legal education in the region. For many years, he led the faculty as Dean (2005–2011) and Acting Dean (1997–2005, 2011–2016), establishing a strong academic and educational foundation for training future legal professionals. During those years, he also successfully completed doctoral studies at the Ion Creangă Pedagogical University, earning a doctorate in history in 2003. He received the academic title of Associate Professor in 2005. In 2007, he graduated from Moldova State University with a degree in law.
The next stage in his professional development was his appointment as Acting Rector (2009–2010). Since 2017, he has led the university over two terms (2017–2022 and 2022–2027). As Rector, he makes a substantial contribution to modernising the university, strengthening its facilities and equipment, and enhancing its international standing. Under Sergey Konstantinovich’s leadership, CSU has actively integrated into the European and global educational space.
S. K. Zaharia is a recognised scholar who was elected a member of the International Academy of Sciences, Azerbaijan Section, in 2024. Since 2013, he has been a Senior Researcher and a member of the Scientific Council of the M. V. Marunevich Scientific Research Centre of Gagauzia.
His research encompasses more than 150 scholarly works — monographs, teaching, methodological and reference materials, and scientific articles — which are interdisciplinary and cover a wide range of fields:
Historical and legal studies: fundamental research into the judicial system of nineteenth-century Bessarabia, the evolution of customary law among settlers from beyond the Danube, and the history of the state and law of Moldova.
Labour and sectoral law: an extensive body of applied civil-law research addressing labour legislation, regulation of the labour market in the Republic of Moldova, civil procedure, mediation and the protection of businesses against corruption.
Human rights and the humanitarian mission: significant works on protecting women’s rights, European integration and preventing torture.
Cultural and linguistic heritage and teaching methodology: compiling specialised legal dictionaries, including in the Gagauz language, and developing standards for writing undergraduate and master’s theses.
Sergey Konstantinovich is a consistent advocate of lifelong learning and the modernisation of higher education. His recent research examines the introduction of innovative processes at Comrat State University, the development of professional competencies among the region’s teaching staff, and the integration of the Gagauz research community into the international educational space.
His active co-authorship with leading scholars in the country, including B. Sosna, A. Borshevsky, G. Costachi and others, demonstrates the high regard in which he is held within the professional community.
S. K. Zaharia’s professional experience has been extensively applied to legislative work and strengthening the legal status of the autonomy. He was elected to the People’s Assembly of Gagauzia for four convocations (III, IV, VI and VII), serving on its permanent commission for legal affairs, legality and human rights. He participated in the joint working group of the People’s Assembly of Gagauzia and the Parliament of the Republic of Moldova on ensuring the functioning of the Autonomous Territorial Unit of Gagauzia within constitutional norms. He served as a key expert in the prestigious CMI institutional dialogue programme (Gagauzia 2022–2027), supported by the Government of Sweden.
In 2022, he was awarded the honorary title of Honoured Educator of Gagauzia. For outstanding achievements in ensuring and promoting educational standards, Sergey Konstantinovich received the ANACEC Medal “Promotor al culturii calității”, First Class, in 2024. For his professionalism, dedication and significant personal contribution to the university’s development, improvement of the educational process, and strengthening of its academic and teaching capacity, Sergey Zaharia has repeatedly received honorary certificates and diplomas from the Government, the Ministry of Education and Research of the Republic of Moldova, the People’s Assembly of Gagauzia, Comrat State University and other institutions.
